Importing products from ex-Soviet states

Importing from Ex-Soviet states & China

IMPORTANT - Please read if you import organic products from Ukraine, Kazakhstan, Russian Federation, Moldova or China

We have been informed by Defra that the European Commission have placed additional controls on the import of certain organic products from - or originating from - the following countries due to concerns over the organic integrity of those products:

Ukraine, Kazakhstan, Russian Federation, Moldova and China

Controls have been in place for several years for import of certain products from Ukraine, Kazakhstan and Russian Federation, but Moldova and China have now been added.

These additional controls are for the products listed below only.

 

Ukraine, Kazakhstan, Russian Federation and Moldova

These controls apply to organic food and feed with the following CN codes:

a) Chapter 10 – Cereals

b) Chapter 11 – Products of the milling industry; malt; starches; inulin; wheat gluten

c) Chapter 12 – Oil seeds and oleaginous fruits; miscellaneous grains, seeds and fruit; industrial or medicinal plants; straw and fodder (including 12.06 - sunflower seeds), with the exception of processed products ready for human consumption derived from them

d) Chapter 23 – Residues and waste from the food industries, prepared animal fodder (including 23.06 - Oilcake and other solid residues, whether or not ground or in the form of pellets, resulting from the extraction of vegetable fats or oils, other than those of heading 2304 or 2305)

 

China

Organic food and feed with the following CN codes:

a) Chapter 10 – Cereals

b) Chapter 11 – Products of the milling industry; malt; starches; inulin; wheat gluten

c) Chapter 12 – Oil seeds and oleaginous fruits; miscellaneous grains, seeds and fruit; industrial or medicinal plants; straw and fodder (including 12.06 - sunflower seeds)

d) Chapter 23 – Residues and waste from the food industries, prepared animal fodder (including 23.06 - Oilcake and other solid residues, whether or not ground or in the form of pellets, resulting from the extraction of vegetable fats or oils, other than those of heading 2304 or 2305)

e) Goji berries (Lycium barbarum and Lycium chinense) and products processed from them

 

If you import, or intend to import, any of these products into the EU during 2019, then you must take the actions detailed in this document before using or selling the product with reference to organic. We will send updates with further information and clarification as we receive them, so please ensure you read these to keep up to date with the EC, Defra and PHA’s requirements.
